Electronic newsletters similar to this one were created by the Vermont Health Department and circulated to state employees by the Vermont Department of Human Resources. This one contained the discouraging news that 50 people have tested positive through antigen testing performed at a health center in Manchester, Vermont. This was a significant uptick in the number of cases in Vermont, which had been low for many weeks up until this point.
